演講人簡介：

崔慶斌✩，美國馬裏蘭大學副教授，博士生導師，美國馬裏蘭州交通研究所PPP項目主任，美國交通部PPP能力拓展項目技術顧問，美國能源部合同能源管理專家組成員。在項目交付🧑🏼‍🦲、PPP和可持續發展等領域具有20多年的行業和研究經歷。曾擔任美國Government Accountability Office（GAO）敏捷軟件開發專家小組成員🏪，並審查了GAO敏捷評估指南。他還與州交通運輸部合作進行了PPP法案審查、物有所值分析🙈、項目交付方式選擇及績效評估，主持了碳排放標準(VCS) 下製定高速公路排放基準的方法等方面的研究。發表了45篇以上的期刊文章，並擔任《ASCE Journal of Management in Engineering》的副主編。

演講內容簡介：

The seminar will present the transportation P3 practice in the United States for the past 25 years. Three critical questions regarding the P3 policy will be analyzed using project examples and evidence. Recent research directions and methods are discussed to provide insights for students and scholars to pursue P3 related research.
